Vogue Road Line Extension

Location: Pembroke, NC Client: UNCP Project Description: Engineering/Civil LL&J provided civil design services for a water main extension to serve recently purchased properties obtained by the University.  A new 40-ft access drive to serve existing clients and future UNCP Sports Facility expansions. Design services included submitting engineering plans and calculations to state agencies to obtain all required permits. This include submitting design plans and calculations to obtain all required permits. This project included some consulting on behalf of the Owner with the County for participation and involvement with local landowners to facilitate the project.

Bladen Bluffs Regional Surface Water Treatment Plant – Quality Control Engineer

Location: Tar Heel, NC Client: Ruby-Collins, Inc. Project Description: Engineering Management

LL&J provided quality control oversight of the construction of a 4 MGD (million gallons per day) Water Treatment Facility for the dual purpose of providing a surface water alternative for the Smithfield Foods Packing facility at Tar Heel and neighboring public drinking water systems in Bladen, Sampson, and Columbus Counties.  Monthly inspections were made of during the construction phase of the Site, and compliance with the approved plans and specifications was ensured through our oversight.

Lumbee Tribe of North Carolina Engineering Services Agreement

Location: Multiple Sites Client: Lumbee Tribe of North Carolina Project Description: Environmental Due Diligence The Lumbee Tribe of North Carolina (LTNC) has engaged LL&J as principle partner in environmental assessments, engineering services and, mold inspections, for all residential, tribal administration and commercial projects.

Environmental Consulting Services for Public Schools of Robeson County

Location: Robeson County, NC Client: Public Schools of Robeson County Project Description: Environmental Consulting LL&J manages the Public Schools of Robeson County’s environmental compliancy issues, in addition to other aspects of their infrastructure needs. LL&J provides monitoring, testing and reporting of groundwater quality for an active NCDENR UST regulated site.  LL&J also provides SPCC & SWPPP guidance and updating, contaminant control recommendations, waste disposal guidance, and general consulting.

Public Schools of Robeson County QZAB and QSCB Funded Projects

Location: Lumberton, NC Client: Robeson County of Public Schools, NC Project Description: Engineering / Civil LL&J is responsible for gathering all pertinent engineering plans and drawings, modifying said drawings and developing final scope of work for all construction projects. LL&J was tasked with additional program management activities including additional requirements and or work performed to meet compliancy requirements for QZAB and QSCB funding projects.

Location: Multiple Sites Client: The Jacobs Law Firm Project Description: Professional Consulting Services LL&J’s group of Professional Engineers and Geologist provides professional counsel to the legal community and acts as professional witnesses for varying environmental and engineering issues. Our team of experienced individuals provides compliance counseling, risk management and permitting (including due diligence) services.

Lumbee Guaranty Bank Phase I Environmental Site Assessments (ESA)

Location: Multiple Sites Client: Lumbee Guaranty Bank Project Description: Environmental Due Diligence Lumbee Bank engages LL&J to conduct Phase I Environmental Site Assessments (ESAs) of residential and commercial properties. These assessments are prepared in general accordance with the American Society of Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (ASTM Designation: E1527-05).  The purpose of the Phase I ESAs is to identify, to the extent feasible, recognized environmental conditions in connection individual property sites.

Spill Prevention, Control, and Countermeasure (SPCC) & Storm water Pollution Prevention (SPPP) Planning for Pilkington North America

Location: Laurinburg, NC Client: Pilkington North America, Inc. Project Description: Environmental Engineering LL&J was contracted to create a SPCC Plan for Pilkington North America, Inc. which follows and fully complies with the Spill Prevention, Control, and Countermeasure (SPCC) rule implemented by the Environmental Protection Agency (EPA).  LL&J implemented measures set forth in the SPCC Plan whereby Pilkington meets the requirements for oil spill prevention, preparedness, and response to prevent discharges to navigable waters and adjoining shorelines.  In addition, LL&J also ensured that Pilkington was fully compliant with their current NPDES industrial storm water permit which regulates their storm water discharges.  LL&J created a Storm water Pollution Prevention Plan (SWPPP), a written document that identifies the industrial activities conducted at the site, including any structural control practices, which the industrial facility operator will implement to prevent pollutants from making their way into storm water runoff.  LL&J also updates and maintains these documents for Pilkington NA.

Hoke County School System Phase I ESA Sandy Grove Elementary

Location: Lumber Bridge, NC Client: Hoke County Public Schools Project Description: Environmental Due Diligence The project required LL&J to perform the Phase I ESA to determine if past and present activities at and within the vicinity of the project site are likely to be considered a recognized environmental condition.  The ESA includes a review of environmental regulatory databases (local, state and federal), review of historical aerial photographs, review of ownership history (provided by client), review of historical city directories and fire insurance maps as well as site, area and environmental site reconnaissance.

Mold Inspection and Abatement Planning

Location: Multiple Sites Client: Multiple Clients Project Description: Mold Inspection & Testing LL&J provides Mold Inspection, and Abatement Recommendation services for clients throughout the Southeastern U.S.  This includes the testing of building materials and/or air, where mold is suspected to be a potential hazard to the health of the workers and/or residents of a dwelling, workplace, or public area.  After testing is conducted, LL&J reports the findings in a written report and gives recommendations for abatement and/or no further action.

UST Removal & Consulting Services – NCDOT

Location: Elizabeth City, NC (most recent) Client: Vistabution, LLC Project Description: Professional Services LL&J will managed the efforts of its project team members and subcontractors, assign manpower, delegate responsibilities, review work progress, monitor budget and schedule, and otherwise direct the progress of the work to remove three underground fuel tanks including:  determining whether the three fuel oil tanks contained any fuel requiring removal, overseeing removal and disposing of the tanks in accordance with NCDENR and NCDOT requirements.

Hoke County E-911 Center

Location: Hoke County NC Client: Hoke County, NC Project Description: Professional Services LL&J managed the efforts of its project team members and subcontractors for MEP Layout and Design, in addition to Civil and Site Layout. Project Management included site visits, project reports, permitting, and project meetings.

International House of Pancakes® IHOP

Location: Lumberton, NC Client: International House of Pancakes® Project Description: Engineering / Civil LL&J designed Civil and Site Layout for the International House of Pancakes located in Lumberton NC. LL&J responsibilities included design, oversight, permitting, and project management.

NC Department of Public Safety, State Highway Patrol Troop H Headquarters

Location: Monroe, NC Client: NC Department of Public Safety, NC Project Description: Engineering / Civil LL&J completed Design and Project Management for total HVAC system replacement at State Highway Patrol Troop H Headquarters in Monroe, NC.

Hoke County Regional Water Treatment Plant – Quality Control Engineer

EPA Brownfield Assessment Grant Anson County, NC

Location: Anson County, NC Client: Anson County, NC Project Description: Environmental Engineering Management In May 2013, LL&J in Partnership with CTC, was awarded a $400,000 Brownfields Assessment grant to assist in inventory and prioritizing Brownfields sites, perform Phase I and II environmental site assessments, develop cleanup and reuse plans, and conduct health monitoring and community outreach activities in Anson County, NC.

Design & Project Management Natural Gas Distribution for Robeson County, NC

The project consists of installing approximately 13,321 ln-ft of MDPE Pipe.

Town of Pembroke Onsite Pretreatment Waste Water Processing Plant

Location: Town of Pembroke, NC Project Completed: Ongoing Reference: Ted Lord (Golden Leaf) Client: Town of Pembroke, NC / Golden Leaf Project Description: Engineering Management LL&J provides design & project management oversight of the construction of a Pretreatment Waste Water Processing Plant for the dual purpose of providing a pretreatment for Trinity Frozen Foods, LLC and current and future public/private facilities in need of pretreatment for their waste water.

PCB Site Characterization/Clean-up, Fort Bragg, NC

Location: Fort Bragg, NC Project Completed: September, 2013 Reference: David Womack Client: Sandhills Utility Services, LLC Project Description: Environmental Site Characterization LL&J initiated development of a Sampling Work Plan and Health and Safety Plan for a multi-media sampling assessment at the PCB Spill / Release site located at Fort Bragg, North Carolina. The primary goal of this work plan was to supplement data obtained during a previous sampling event to characterize potential contamination at the site and its potential to migrate offsite. The clean-up methodology and procedures herein fulfill the self-implementing requirements established in CFR §761.61. After sampling, LL&J submitted and received an EPA approved No Further Action (NFA) status.

Preliminary Site Assessment for UNCP

Location: Pembroke, NC Project Completed: February, 2013 Reference: Steve Martin Client: University of North Carolina at Pembroke Project Description: Environmental Site Assessment A Phase I Environmental Site Assessment was conducted previously by Mr. Hunt which determined the following were recognized environmental issues associated with the property: 1) there are Asbestos Containing Materials (ACMs) on the site, 2) potential use of hazardous solvents and/or petroleum products used for the maintenance and operation of tractors, and 3) potential LUST (Leaking Underground Tank) sites near the Site.  LL&J’s role was to further investigate the site, to determine the need for additional investigation, and/or the extent of visual environmental issues. To assess and evaluate the potential presence of environmental risks at the Site, we recommended a Phase II Environmental Assessment be performed.

Lumbee Tribe of North Carolina Environmental Assessment (EA) for SEPA Documentation
