A new 40-ft access drive to serve existing clients and future UNCP Sports Facility expansions. This project included some consulting on behalf of the Owner with the County for participation and involvement with local landowners to facilitate the project.
Bladen Bluffs Regional Surface Water Treatment Plant – Quality Control Engineer

LL&J provided quality control oversight of the construction of a 4 MGD (million gallons per day) Water Treatment Facility for the dual purpose of providing a surface water alternative for the Smithfield Foods Packing facility at Tar Heel and neighboring public drinking water systems in Bladen, Sampson, and Columbus Counties. Monthly inspections were made of during the construction phase of the Site, and compliance with the approved plans and specifications was ensured through our oversight.

Spill Prevention, Control, and Countermeasure (SPCC) & Storm water Pollution Prevention (SPPP) Planning for Pilkington North America

LL&J was contracted to create a SPCC Plan for Pilkington North America, Inc. which follows and fully complies with the Spill Prevention, Control, and Countermeasure (SPCC) rule implemented by the Environmental Protection Agency (EPA). LL&J implemented measures set forth in the SPCC Plan whereby Pilkington meets the requirements for oil spill prevention, preparedness, and response to prevent discharges to navigable waters and adjoining shorelines. In addition, LL&J also ensured that Pilkington was fully compliant with their current NPDES industrial storm water permit which regulates their storm water discharges. LL&J created a Storm water Pollution Prevention Plan (SWPPP), a written document that identifies the industrial activities conducted at the site, including any structural control practices, which the industrial facility operator will implement to prevent pollutants from making their way into storm water runoff. LL&J also updates and maintains these documents for Pilkington NA.

LL&J initiated development of a Sampling Work Plan and Health and
Safety Plan for a multi-media sampling assessment at the PCB Spill / Release site located at Fort Bragg, North Carolina. The primary goal of this work plan was to supplement data obtained during a previous sampling event to characterize potential contamination at the site and its potential to migrate offsite. The clean-up methodology and procedures herein fulfill the self-implementing requirements established in CFR §761.61. After sampling, LL&J submitted and received an EPA approved No Further Action (NFA) status.

A Phase I Environmental Site Assessment was conducted previously by Mr. Hunt which determined the following were recognized environmental issues associated with the property: 1) there are Asbestos Containing Materials (ACMs) on the site, 2) potential use of hazardous solvents and/or petroleum products used for the maintenance and operation of tractors, and 3) potential LUST (Leaking Underground Tank) sites near the Site. LL&J’s role was to further investigate the site, to determine the need for additional investigation, and/or the extent of visual environmental issues. To assess and evaluate the potential presence of environmental risks at the Site, we recommended a Phase II Environmental Assessment be performed.
